FMSCA (Federal Motor Carrier Safety Aministration) defines an occurrence involving a commerical motor vehicle on a public road in commerce which includes: 1) a human fatality, 2) bodily injury requiring immediate medical treatment away from the scene and a citation is issued to the drivber performing safety sensitive duties, or disabling damage to any motor vehicle requiring towing and a citation is issued to the driver performing safety sensitive duties.

FTA (Federal Transit Administration) defines an accident as an occurrence associated with the operation of a mass transit vehicle which results in; 1) a human fatality, 2) bodily injury requiring immediate medical treatment away from the scene, 3) in an occurrence in which mass transit vehicle involved is a bus, electric bus, van or automobile, disabling damage to any vehicle (including the non-FTA funded vehicle) resulting in vehicle(s) having to be transported or towed from the scene.which the mass transit vehicle involved is a rail car, trolley car, trolley bus, or vessel and the vehicle is removed from service.
